Proposed Savannah Harbor Deepening – Impact on Tybee Island

Tybee Island, GA – With concerns pending, a letter has been sent from the Mayor of Tybee Island to Colonel Jeffry M. Hall, District Manager of the US Army Corps of Engineers, asking numerous questions about the impact of the proposed harbor deepening on Tybee, and laying out the complexity of the issue.  The questions cited and discussed in the document are as follows:

1. Shorefront Disposal Options MLW 200 and MLW 500, 2. Nearshore vs. Onshore Disposal of Dredged Sediments, 3. Offshore Disposal Options, 4. Borrow Site and Sand Resource Impacts, 5. Timing of Disposal Operations, 6. Disposal Sediment Quality Assurance, 7. Environmental Impacts to Tybee Island 8. Impacts to Navigation, 9. State of Georgia Coastal Zone Management (CZM) Plan Consistency.

According to Tybee resident Freda Rutherford, who has followed the maneuvering for the harbor’s deepening from the beginning, the Georgia Port Authority is “so powerful that nothing the DNR, Savannah Business Journal, Tybee officials, etc. says, will have any impact on the deepening. The GPA refuses to mitigate because they don’t have to. The Corps refuses to comply with HB 727,  a state law requiring them to put beach quality sand on our beaches. The only way this will change is if Tybee takes them to court – a tough decision for a tiny island. Those of you who think this is a cake walk or that the mayor and council just haven’t been trying hard enough, or whatever, have no clue.”

However, Rutherford adds that she’s speaking for herself on this issue, not for island’s “Beach Task Force,” on which she has served for the last decade.

Corps and Tybee officials are tentatively scheduled to meet Jan. 11th, 2011. A public meeting will follow later in the month.
